On a ICT Tier 2 Do I need to file a Tax Return???
There is a lot of confusion in this area. The HMRC message is confusing and yet we have customers facing penalties for not filing.
A customer on an ICT Tier 2 contacted HMRC for clarification and the response was loud and clear!
Here is sharing contents of the letter:

Hello Hxxxxxxx,
Thank you for your email, apologies for the delay in my response.
I have checked your records and I can confirm that you are listed as an Expat employee. As this is the case you must
file a tax return for every tax year you earn a salary and/or pay tax. I understand you have used the online tool on the
government website and it has told you that you don’t need to file a return. Unfortunately the tool does not take into
account Expat employees, and will give you an incorrect result.
Going forward just to be clear as an Expat you must file your tax return each year on time, to stop any further late
filing penalties being added to your Self-assessment account.
